agitator here, left the Philippine Islands for Japan. As soon as we learned of this, and before his arrival in Hagasaki, we com- -municated the fact to the Acting British Consul-General in Manila Mr. Thomas J. Harrington, and I understand informally that he notified the British representatives in Japan, although I am not informed whether or not this Indian was apprehended in the latter country.

For your confidential information, I may say

that we have representatives at, I believe, every meeting of the Indians in Manila, and nothing has occurred at these meetings recently which I believe has any effect on the situation in India at this time. Should we secure information of any plan or plot. to incite or further untoward conditions there, I will have no hesitancy in immediately advising the local British Consular

representative.

I shall be glad, however, to receive from you

any suggestions you may desire to make.
